Before you can apply, certificates from Mongolia need to be pre-checked and validated for authenticity. For this reason the German embassy in Ulan Bator formed the “Akademische Prüfstelle (APS)” – an academic inspection centre for aspiring students – in July 2006. The APS checks and validates the university entrance qualification and academic performance records of Mongolian applicants who want to apply for university studies in Germany.
Following the guidelines of the “Kultusministerkonferenz” - The Conference of German cultural ministers – verification by the APS is necessary for all Mongolian applicants who want to apply for studies in Germany. This also applies for participants of language courses in Germany who would like to continue studies after completion of their course.
After positive verification the APS hands out a Certificate (Mongolia-procedure) or an Attestation (Germany-procedure, scholarship-procedure). The Certificate rsp. Attestation is application requirement for studies at German universities.
There are different procedures for applicants:
* The Mongolia-procedure for applicants who reside in Mongolia (M-procedure); fee: 150.000 MNT
* The simple verification of documents for applicants who possess a valid study visa for the Federal Republic of Germany and who already reside in Germany (D-procedure); Fee: 60.000 MNT
The APS procedure normally follows the same procedure:
1. Pre-checking and validation of documents
2. Interview (only M-procedure)
3. Handing out of the certificate rsp. attestation
Should an applicant be rejected by the APS the fee cannot be paid back.

Only students who have studied at certain Mongolian universities can apply for studies in Germany, see information sheet on the APS website.
If you have a completed University degree (direct entrance qualification for all subjects)

If you have studied at least 4 semesters in a full time study course or can account for corresponding part time study course (direct subject-related entrance qualification)
Or
If you have studied at least 2 semesters in a full time study course or can account for corresponding part time study course (entrance qualification to Studienkolleg – preparatory course)
