Voluntary or Forced Immobility? An Empirical Application of The Aspirations-Capabilities Framework

Volodymyr Vakhitov, Director of the Institute for Behaviorial Studies, American University Kyiv, will examine why Ukrainian women (18–60) remain in a war-affected country despite being allowed to leave. Using a 2025 national survey, he applies the aspirations–capabilities framework to classify migration and staying patterns. The study identifies key factors like age, income, war experience, social ties, and care obligations shaping decisions. It also argues that war alters agency and constraints, requiring revisions to migration theory to explain immobility.
