The MA program European Governance in Transformation focuses on current dynamics in the European Union. While the "European project" was once characterized by ever closer cooperation between its member states and broad support for European integration, it has come under increasing pressure in recent years. On the one hand, the unification process is being fundamentally called into question by some political forces, while on the other, the challenges facing the EU have increased as a result of recent crises. Against this background, the study program explores how the European Union reacts and can react to increasing transformation requirements and crises.

Two features characterize your study experience: Firstly, a sound education in political science on the historical processes, the structures, norms and actors that have emerged as a result of Europeanization, as well as the dynamics of governance in the multi-level system. Classical integration perspectives are supplemented by theories of political economy and international relations. Secondly, the program focuses on teaching practical research and professional skills: Students are taught skills to carry out their own research projects. Furthermore, you will benefit from a very good supervisory relationship. This is complemented by practical orifessionalization and an obligatory internship.

Students can rely on established cooperations and advisory structures at Osnabrück University when planning their compulsory stay or internship abroad. The program is designed for a standard period of study of four semesters and offers students the opportunity to set their own focus in the elective area. European Governance in Transformation qualifies graduates for a wide range of activities within European administrative structures and at various levels of the multi-level system. It also prepares students for an international career in areas such as non-governmental organizations, journalism or academia.

Structure of the degree program

Europe's past and future

This module is dedicated to the theoretical examination of the process of European integration, as well as the structures and modes of operation that have emerged as a result. It also looks at the development of Europe as a political "thinking space" in which central ideas from the state and market to universal norms and ideas such as freedom and equality have developed and prevailed over the eras.

EU: A political system in transition

This module is dedicated to central challenges of European governance and ways to meet them. The political system of the EU is characterized by constant processes of change and political dynamics. However, established forms of negotiating national interests are increasingly being called into question by Eurosceptic and populist actors, among others. Current dynamics, such as social polarization, tendencies towards politicization and the tension between European freedoms and national competences, will be examined.

Governance in a multi-level system

The focus of this module is on the policy process in the European multi-level system. What interactions exist between the policy processes of the EU and its member states and how are European policies implemented at the national level? How does this affect the European Union's ability to solve problems?

The EU and the changing global regulation

This module examines the role of the EU in global regulation from the perspectives of political economy and international relations. Key economic actors and structures are highlighted and problem areas of European security policy are analyzed.

Research practice

This module initially teaches methodological skills in the field of European research and prepares students to create their own research design. In a second step, students carry out smaller research projects independently and thus also prepare themselves for the Master's thesis.

Free elective area

The degree program includes a free elective area of 22 ECTS in which students can set their own focus (in courses of other Master's degree programs at Osnabrück University or as part of a semester abroad). Students can also choose methodological or practical specializations.

  • Motivation to focus independently, e.g. on migration, security policy, political economy, in advanced methodology seminars and language courses.
  • Successful completion of an undergraduate degree in social sciences & knowledge of English (at least B1)
