QSInova model project: Qualification-oriented training for semi-skilled and unskilled people with a migration background

The comparative study focused on comparing target group-specific support services as part of the promotion of continuing vocational training with the QSInova model project. "QSInova" stands for "Qualification - Language - Integration. Pathways to vocational qualifications for migrants". After identifying the main characteristics of QSInova itself, the aim was to determine which other projects of this type exist throughout Germany and to research their respective characteristics. The focus here was on content orientation and quality management as well as funding and personnel resources; particular attention was paid to the respective specification of target groups, approach and acquisition strategies, public appearances/self-presentation and results orientation. Where relevant statistics were available, a comparison was made with the respective conditions "on the ground" in order to assess the relevance of regional population statistics (keyword: territorial states versus city states, population shares of people with a migration background, etc.).

The aim of the study was not only to compare the current offers for the promotion of continuing vocational training for people with a migration background over 25, but also to examine the extent to which the QSInova language promotion concept in particular could be of interest and adopted for other similar projects. As the aim of the report was not to evaluate the instrument itself, the review of transfer possibilities could only focus on general conceptualizations, but also on the interests of comparable projects. Within the limited funding and time frame, only up to ten comparable projects could be included in the detailed comparative analysis.
