Prof. Dr. iur., born 1964, Professor of Public Law, European Law and Comparative Law at Osnabrück University since winter semester 2011/12.

Studied law in Tübingen, Geneva and Heidelberg; 1st state examination 1989; Doctorate 1992 at the University of Heidelberg; 2nd state examination 1993; 1993-1998 research assistant at the Institute of German and European Administrative Law. Assistant at the Institute for German and European Administrative Law, University of Heidelberg; 1998 habilitation; 1999 - 2010 Professor of Public Law, Comparative Law and Administrative Science at Justus Liebig University Giessen; Dean of Studies at the school 2001-2004; 2003-2008 member of the Senate; founder of the Refugee Law Clinic (awarded the Hessian University Prize for Excellence in Teaching 2010). Summer semester 2010-Summer semester 2011 Professor of Public Law, Environmental Law and Administrative Science at Goethe University Frankfurt am Main.

Member of the European Public Law Group ( EPLO) since 1999. Guest lecturer at the Universities of Madison/Wisconsin (USA), Vilnius University of Law (Lithuania), Université de Bretagne Occidentale Brest (France), University of Warwick (Great Britain) and Istanbul Kültür Üniversitesi (Turkey). Member of IMIS since 2012, member of the IMIS Board 2015-2020.
