FRAMEWORK USAGE REGULATIONS
for
IT facilities (computer networks, cip pools, CAD/CAM clusters)
of the schools/central facilities
of Osnabrück University, Osnabrück site
The usage regulations specify the tasks of the representatives. In particular, the advisory tasks should be specified so that the best possible performance of the IT facilities is achieved for the authorized users.

Definition of terms
For the purposes of these regulations

IT equipment
the computer systems listed in the equipment list, the network components and the associated peripheral devices, the software available on these devices, the accessible documentation and the equipment required for operation.

Operator
the respective school, the respective department, the respective working group, the central facility, the institute. The operator creates the list of devices.

Authorized representative
A person responsible for operation to be appointed by the respective operating institution. If the IT facilities are available to several organizational units, a responsible person can be appointed for each organizational unit.

Authorized user
- the individual member of the school(s)
- Students who take part in certain courses or who use the IT facilities to complete certain coursework
- visiting academics
- in exceptional cases, students from another subject area
- those who are authorized to use the facilities in accordance with the respective earmarking of funds by the authorized person(s).

Permission of use

Application
Permission for use is granted upon written application or documentation from the authorized user. The person responsible for operation decides on the permit.
The usage permit may be limited in time.

Termination
The right of use expires at the end of the period specified in the application if the user no longer belongs to the group of authorized users, or after notification by the user.

Restrictions
In addition, the authorization of use may be restricted, refused or revoked if there are indications that the authorized user has violated these terms of use.

Regulations for operation
The operator may issue special regulations for certain groups of devices due to technical and organizational circumstances and/or provide authorized users with instructions for the use of the facilities in an information sheet.

Processing of sensitive data
Users are only permitted to process data requiring protection within the meaning of the applicable data protection regulations with the written consent of the operating institution and the university's data protection officer and in compliance with the prescribed security measures.

Liability
The operator is not liable for the resources it provides.
This applies in particular to incorrect computing results, destruction of files and damage to data carriers.
Claims against the University are excluded. Users are liable for damage caused by them intentionally or through gross negligence.

Use of software
When using the computer programs and the associated program descriptions, copyright law and the licensing agreements of the licensors must be observed. In particular, authorized users are prohibited from making, using or accepting unauthorized software copies for themselves or others. This applies to all forms of expression of a computer program, source program, object program and the accompanying documentation.
The individual authorized computer programs may only be used on or in connection with the number of machines specified in the license agreement.
Computer programs subject to license may only be used with the number of machines specified in the license agreement.

General rules of use
- The authorized representatives shall regulate operations in such a way that the resources are used in the best possible way for the authorized users.
- The operating instructions, general safety regulations and the provisions of the house rules must be observed when in the rooms and using the equipment.
- Authorized users are prohibited from changing the system settings and the specified command procedures. The specified instructions for the use of programs must be observed.
- Specified protection mechanisms, passwords, keys or other technical aids that restrict access must not be passed on to others or be accessible to third parties. The authorized user is liable for any damage resulting from intent or gross negligence. Care must be taken to ensure safe storage.
- The authorized user shall determine how to proceed in the event of malfunctions. Users should only carry out their own measures in accordance with or in compliance with the instructions of the authorized representative.
- The authorized representative is responsible for a defined procedure for the consideration of suggestions for improvement from authorized users.

Allocation
The operating institution can impose a restriction on resources in the user application (e.g. scope and duration of data storage, access to programs and network resources, restriction of access time). Within the scope of this management, users may occupy resources to the extent necessary and economically reasonable and should not unreasonably impair the possibilities of other users.

Settlement of conflicts
In the event of persistent violations of these user regulations and for conflicts between users and the operators and between users themselves that cannot be resolved in any other way, the Senate Commission for Electronic Data Processing will be called in to resolve the matter.

Entry into force
The user regulations come into force with the announcement in the official gazette of Osnabrück University.
