EU and Global Governance: EU as Regional Security Actor

Russia’s ongoing war of aggression against Ukraine since Feb. 2022 is widely perceived as „Zeitenwende“ for European security. The EU and its member-states responded to this full-scale invasion by different means, including sanctions against Russia as well as humanitarian, financial and military support for Ukraine. Moreover, in June 2022, the EU granted candidate status for EU membership to Ukraine and Moldova, in December 2023, the EU summit may decide to start accession negotiations with both countries. However, the implications for the role of the EU as a regional security actor are much wider and more fundamental. Based on the actorness’ concept and on different role conceptions, the seminar aims at analysing and discussing these implications by focusing on the policies and politics of the EU in responding to Russia’s war and to other regional conflicts in the EU’s neighbourhood (Eastern Europe, Western Balkans, Sahel region). Thereby, EU’s role as security actor is deeply intertwined with EU’s civil-military crisis management, enlargement and neighbourhood policy. Finally, the seminar will also address the question of an (emerging) future European security order.
